City Council Approves RIV District

We are pleased to announce that on July 31st, the City Council approved the RIV with a few amendments:

  • Throughout the RIV, base height was changed from 55 to 60 feet (except in areas with a maximum height of 45 feet).
  • Areas that had previously had a maximum height of 85 feet now have a maximum height of 90 feet. Height maps have been updated to reflect this change.
  • In a southeastern part of the Chateau neighborhood, maximum height is 250 feet.
  • Temporary Surface Parking standards were established (Section 905.04.I.2).
  • The width of the public access easement required for performance points was reduced from 30 to 20 feet. (Section 915.07, Riverfront Public Access Easements, Trails & Amenities).

Riverfront Zoning Public Hearing Scheduled

On March 6, 2018 the City’s Planning Commission voted to recommend the proposed RIV district to the City Council.

City Council is interested in obtaining the testimony of residents and stakeholders about the proposed zoning. A public hearing to consider the RIV is scheduled before City Council on:

 

Tuesday, June 5th at 2:00 PM
City County Building, Fifth Floor
414 Grant Street, Pittsburgh, PA 15219 (Downtown)

 

To speak or present information to City council at the public hearing, you must call the City Clerk’s Office at 412.255.2138 prior to the hearing date in order to have your name placed on the speaker’s list. Testimony is limited to three minutes. If you do not register in advance, you may have the opportunity to address Council after the list of registered speakers has been exhausted, and you will be given one minute of testimony.

The RIV is on its way to City Council!

We are pleased to announce that last Tuesday (3/6), the City’s Planning Commission sent the RIV on to City Council with a recommendation of approval. The Commission’s approval addressed the following elements, found in Item #13 on the attached Planning Commission report (click to view/download):

  • A map adjustment
  • Building length for stadiums
  • Contextual setback in the Riparian Buffer
  • Standards for tower-on-base buildings
  • Addition of Transit-Oriented Bonuses
  • Additions to definitions (for Transit-Oriented bonus points)
  • Allowance for alternative build-to zones in the North Shore

The Department of City Planning will be making the suggested incorporations and edits and introducing the legislation to City Council in the next month. The City Council process will involve another public hearing, that will be preceded by written notice to owners of properties within the RIV District and within 150 feet of the boundary of the RIV District, and zone change notice postings throughout.
