Documents & Presentations
This page is the repository for RIV District texts, maps, and presentation materials used throughout the planning and approval process. Materials cover zoning text, performance points standards, and height maps for the riverfront districts.
This documents page functions as a central archive for zoning text, maps, and presentation materials generated through the riverfront district planning process. Visitors can expect to find the formal regulatory language alongside the supporting visual materials that have been shared at public hearings and commission meetings. The repository approach keeps every working draft and adopted standard in one location for convenient reference throughout the multi-stage review timeline. Materials are organized so that residents, property owners, and stakeholders can follow how proposed standards evolve from initial concepts through formal adoption.
The zoning text section contains the complete regulatory language governing land use within the district, including specific provisions for temporary surface parking and other site development standards. Reading the full text helps clarify how individual rules apply to particular parcels, building types, or development scenarios along the riverfront corridors. The inclusion of cross-referenced section numbers allows readers to trace how standards interact with one another and with broader city code provisions governing related districts and overlay zones.
Performance points standards establish the criteria used to evaluate whether proposed projects meet the public benefit objectives of the district, including requirements related to public access easements and connections between the city and the river. These standards typically translate broad policy goals into measurable benchmarks that can be applied consistently during the development review process. Reviewers, applicants, and community members alike benefit from understanding how points are awarded and what kinds of improvements contribute toward compliance.
Height maps and supporting presentation materials illustrate how the proposed dimensional standards would apply across different subdistricts and parcels along the Allegheny, Monongahela, and Ohio riverfronts. The maps help visualize where taller buildings could be accommodated and where lower maximum heights are intended to preserve view corridors, neighborhood scale, or sensitive transitions. Presentation decks further explain the rationale behind specific standards and respond to frequently raised questions raised during testimony at scheduled hearings and council sessions.
